Sir,
It has been reported to this Office that the steam-launch "Detvel", owned by you, proceeded without permission granted by you, to Chin-wan, a place in the Canton river estuary, not open to foreign trade, and further, that she passed the Custom's Station without reporting or stopping.
In disregard of requisitions made ...
If the "Detvel" be a duly registered vessel of foreign or British nationality, she rendered herself liable to confiscation by proceeding without express permission to a place not open to foreign trade.
As a duly registered foreign or British ship, she has also committed an offence in not reporting at Custom's Station.
I shall be glad to receive from you, at your early convenience, if the facts reported to this office are correct.
